Question
After turn on the green light flashes, The Heating element and Dregsdrawer lights start flashing after several seconds.

It could be few things you need to check with a multimeter without the machine switched on or plugged in!
Boiler, Safety thermostats on the boiler, grinder motor, gearbox motor. We normally test the last 2 on our testing station which you do not have so start with the boiler and the thermostats on it.
Also look for any leak especially on the steam valve which might have leaked over the steam valve electronic card.
