Question
after clean cycle my coffee machine only makes a 1/4 cup.
there appears to be a water discharge into the tray from the overflow pipe under the boiler(?)

On the "rinse"command, no water is being flushed through.

It is most likely a blockage by excessive coffee residues or limescale. On very rare occasions the cleaning tablet can block the brewunit coffee conveyor. You need to take the machine apart and check and clean the brew unit.
